Description
Moore states that Bagnion 'is in no degree possessed of the necessary qualifications which the office in question asks for', and explains the general rule that the 'natural-born' subjects of this country' are given priority unless the foreign candidate has superior qualifications, such as the case of Dr [Charles Godfrey] Woide.
