Queen Victoria comments on the adoption of the title Empress of India, but that the Opposition have not behaved well about it, 'merely as all that a Govt. propose is opposed! it is a sad thing that Party shld always take that Line'. The Queen notes that Prince Leopold is going abroad to Florence despite her not wanting him to.
