Description
Stormy and unpleasant Cabinet meeting. Howick made violent speech condemning the present system, arraigned conduct of Treasury and other Departments. Said he would resign because no measure was brought forward. Speech borne with patience. Mr Rice suggests Melbourne's inability to keep the Administration together after Howick's attitude in Cabinet. Robert Shapland, 1st Baron Carew, anxious for Charter House nomination for a nephew. Queen Victoria advised of the fact and will carry out the promise already made.
