DescriptionMelbourne thinks it expedient that Queen Victoria should have an account of various items and principal regulations of the (Duchy of Cornwall) Land Revenues. He therefore requested Lord Duncannon to write a statement. A copy to go to the Prince. Palmerston, whose letters are sent to Her Majesty, is much annoyed and disappointed at the result [regarding China]. The sum obtained is insufficient, time allowed for payment too long, insufficient security taken for fulfilment of treaty, no stipulations made for future carrying on of trade. Captain Elliot remiss in regard to following out his instructions. Melbourne says we must make the best of it, for annulment would be serious. He has received a large box of papers from Palmerston on the matter, but has not had time to read them.
