Description
Lord Palmerston on instructions to Lord Canning and Lord Clyde concerning troops to be sent to Hong Kong from India. Offer to be made to discharged men of local European force. Gratuity to the others, and offer of enlistment for general service with bounty. Cabinet approval of steps taken. Further instructions to be sent to Lord Canning. Ministers' decision on troops to be sent to China from India. Measures approved by Cabinet. Further steps decided on. Doubts as to international legality of action at the mouth of Peiho. Lord Chancellor to be consulted. His own view. List given to Cabinet of Navy ships to be prepared to go to China. A list, in order of readiness to go, to be submitted to Queen Victoria.
