Description
Lord Derby on France's reply on the subject of an alleged treaty with Russia. France's orders for coal in the Mediterranean not necessarily an implication of sinister designs against England. Lord Derby on the rumours of an intended appearance of the Russian fleet in the Black Sea. No foundation ascertainable for the rumour. Impossibility of its doing so without violation of treaties. Cabinet's decision to raise 8000 additional seamen and 2000 marines. The necessity for offering a bounty to recruits and the amounts proposed. No precedent for its grant to men already serving.
