Description
Cabinet decision to advise Queen Victoria to issue a Proclamation announcing a state of war with Italy, and the intention of maintaining strict neutrality. Decision against prohibiting exports. Position as to this under Customs Consolidation Act of 1853. The effect of the application of such a prohibition to coal. France's need for English coal. Reference to be made in the Proclamation to the Foreign Enlistment Act. French action controverting it.
