Frequent references to Prince Albert consulting Henry Labouchere (after 1st Baron Taunton) about plans for the Exhibition of 1851. Lord Palmerston on Queen Victoria's consent to raise Mr Labouchere to the peerage. His desire for it to take effect before close of current session. Lord Palmerston's regret at his inability to include him in the Government. Reason for exclusion.
