Description
Cabinet view on the course to follow regarding the House of Lords throwing out the Paper Duty Bill, in agreement with the recommendation of Lord John Russell. Mr Gladstone's proposal. Objections to it. No difficulty whatever in arranging for the Prorogation of Parliament during Queen Victoria's absence at Balmoral. Her Majesty's 'gracious intimation' regarding Abergeldie conveyed to Lord John Russell.
