Description
Draft resolution regarding the House of Commons' rights as to Money Bills. Lord Palmerston on the method of dealing with the House of Lord's action in throwing out the Paper Duty Bill. Mr Walpole's and Lord Derby's views. Resolutions drafted by Lord John Russell and Sir J. Graham, read to Cabinet. Draft resolution agreed by Cabinet, with the exception of Mr Gladstone, enclosed. Mr Gladstone's request for the submission of his resignation to Queen Victoria. His view of the action required. Lord Palmerston's answer and promise of a change of procedure. The views of Mr Milner Gibson and the Duke of Argyll. Probable withdrawal of Mr Gladstone's resignation.
