Description
Lord Palmerston's views on the proposals regarding the Budget and the reception of the financial statement and proposals in the House of Commons. Reply to the Prince Consort's objections. The Government's attitude in the event of an attempt to repeal war duty on tea. Advantages of proposing the repeal of paper duties, coupled with another popular measure, in view of the previous dispute with the House of Lords. His letter to Mr Gladstone regarding Budget proposals and his reply, with notes by other members of the Cabinet, enclosed (summary only included here). His view of the Government's position regarding the repayment of Exchequer Bonds. Refusal to make the fate of his Government dependent on the decision of the House of Commons. Reply to Lord Granville's interpretation of this statement. Mr Bright 'our real Budget maker and Chancellor of the Exchequer'. Factors probably influencing him.
