Memorandum forwarded (not included) by Queen Victoria to Lord Palmerston, showing the state of the question regarding the memorial to Albert, Prince Consort. Her anxiety for work to begin immediately and for the necessary action to be taken in Parliament at once. A.H. Layard nominated as Under Secretary for Foreign Affairs. In succeeding letters Her Majesty refuses sanction.
