Description
Lord Palmerston's reply to Queen Victoria (No. 86). The present position in Poland, in view of the British and Austrian decision not to accept the French scheme of an identic note. Lord Palmerston on the French declaration in favour of Archduke Maximilian (of Austria) as King or Emperor of Mexico. Expectation as to Her Majesty's probable attitude. American Civil War not yet calling for any decision by the Powers of Europe. The friendliness towards Great Britain of Mr Seward and the President. Japan: accounts soon to be expected regarding attitude to British demands.
