James Molyneux Caulfield, 3rd Earl of Charlemont, submitted. (*Note: Lord Palmerston writes 'the Thistle' but this is evidently a mistake, as Lord Charlemont was made a K.P. on 28th December 1865 and both he and Lord Lismore were Irish as well as English Peers.) Lord Palmerston on measures taken for Queen Victoria's safety against the Fenians.
