Description	Cabinet proposes to add a penny to the pound on Income Tax for the year. This will enable Government to abolish the Malt Tax and substitute a Beer Tax; also to adjust and reduce the Wine Duties. Cabinet will not consent to the Army review in Hyde Park. Cabinet agreed that Gladstone should reply to a memorial for the removal of Sir Bartle Frere from the post of High Commissioner of South Africa, deprecating such action. Irish Land Question (evictions): Gladstone reports the Bill debated in Commons and Cabinet's discussion of the powers of the Judges under the Land Act which the Irish Members propose to extend.
