DescriptionThe Parliamentary procedure plan substantially complete. Referring to Queen Victoria's promised communication with the Leaders of the Opposition, the hopes of the Government were greatly damped by the unfavourable attitude of those Leaders. Hence the Cabinet think Her Majesty should not take the risks of a possibly abortive overture. Gladstone will therefore send to Northcote himself, and request personal conference. Gladstone sends to Queen Victoria a draft of the Speech from the Throne, and calls attention to the paragraph as to the approaching Royal Marriage (Prince Leopold and Princess Helen of Waldeck-Pyrmont).
