Further consideration of Parliamentary procedure. Necessary to arm the Speaker or Chairman of Committees with the power to submit to the House the prompt closing of debates, when there is obstruction. Irish Land Commission: Forster's confidence that he would be able to support and vindicate the proceedings of the Land Courts.
