Description
Russell's answer to Queen Victoria's question as to a pension for Melbourne. Russell tells Queen Victoria that in order to obtain a pension for service in the higher Offices of State it is necessary to serve for a fixed period and to affirm that the person to be pensioned has not a private fortune adequate to his station in life. The Lords of the Treasury are to certify this. Under such conditions Melbourne was not qualified.
