King and Queen of Portugal desire Palmerston and Lord Howard de Walden to accept Honours. Palmerston thinks it would be inconsistent of Queen Victoria to allow this; yet the offer should be taken as indicative of Portugal's appreciation of Her Majesty's support in the recent difficulties with Spain.
