Description
Dispatch from John George, 1st Earl of Durham, regarding Honours. Queen Victoria's will desired. Her Majesty's permission desired for Durham to accept Order from the Czar. Palmerston suggests difficulties because of Rule, and gives instances of Regulations (for foreign Orders) being set aside, but also advises that the Regulations be adhered to in the case of Lord Durham. Gives his reasons.
