Description
Peel endorses private letter from Lord Stanley [regarding Hong Kong]. Instructions for Sir Henry Pottinger in China. Pottinger's opinion to be asked for on various points with a view to legislation. The points set forth in detail; among them the Opium Trade. Peel recommends ample authority to Pottinger. Malcolm (now Lieutenant Colonel) to be taken into confidence before leaving for China, to act as messenger; Malcolm to return to England with communications, written and verbal. Peel encloses private letter from Lord Stanley.
