Description
Queen Victoria to Peel. Queen Victoria thinks Malcolm's return to China with verbal and written instructions will prevent misunderstandings, and facilitate matters. Her Majesty thinks it best that Sir Henry Pottinger, should be entrusted with extraordinary full powers for concluding any provisional arrangements. She considers Lord Stanley's suggestion regarding Hong Kong very judicious.
