Government ready to produce all papers except the despatch from Secret Committee. Papers moved for by Vernon Smith, who attacked Lord Ellenborough [Governor-General of India]. Bingham Baring not successful in his answer. Howick's motion [relating to the state of the country] implied want of confidence in Government, rather than of devising specific remedies for distress.
