DescriptionFinancial prospects discussed in Cabinet. Surplus of Income over Expenditure £2,000,000; but owing to reduction of Sugar Duties the actual surplus may be only a million in April. The Chancellor of the Exchequer proposed relief by £300,000 in conveyances, and leases, of land. Remainder to diminish debt, especially of 1847. Stated to Cabinet that Lord Clarendon, realising that the office of Lord Lieutenant of Ireland might be abolished, was willing, and also for substitution of Secretary of State to date from 1 January 1851. Lansdowne anxious for no early announcement. Lord Grey doubted whether a bill could be introduced next Session. Cabinet approved of the change. Russell submits a letter from the Solicitor of the Treasury to Mr Hayter as to the legality of Queen Victoria exercising the office of Ranger of Bushey Park. Well to take the opinion of the Law Officers.
