Russell submits draft of Address in answer to Queen Victoria from the House of Lords. [?Disraeli's motion on Burdens on Land.] Mr Rutherford declines the offer of a seat on the Bench. The Solicitor General of Scotland is next entitled, and Russell recommends him. [This a Scottish Judgeship.] If Mr Maitland accepts offer as Judge, Mr Moncrieff should be appointed to the Solicitor-Generalship of Scotland.
