DescriptionStamp Duties Bill in Committee. Sir H. Willoughby's amendment that duty on bonds and mortgages be 1 shilling, and not 2 shillings and 6 pence, as the Chancellor of the Exchequer proposed, was agreed to. Russell feels these combinations of Protectionists and others is weakening to the Government and unsafe for the Revenue. Bill postponed.
