DescriptionBaillie, in a speech offensive to Lord Grey, discussed affairs in British Guiana [Guyana] and Ceylon [Sri Lanka]. Hawes replied but agreed to a Committee to inquire into grievances (including grievances with the colonial system in Ceylon). Ricardo's amendment to exclude Trade policy from the Committee's inquiries lost. Peel condemned one of the executions, and the corporal punishment of a Ceylon Prince. Great uproar in the House.
