DescriptionRussell reports debate on Hume's motion for leave to bring in a new Reform Bill. Rejected. Hume wished to confirm the franchise to house-holders, but others, Bright among them, wished for universal vote. No excitement on the matter. A letter from George Warwick, 1st Baron Poltimore, evidently concerning some appointment over which he is anxious. It will be difficult for Russell to find a suitable person.
