Description | Russell discusses mode of appointing the First Lord of the Admiralty. Because of Lord Auckland's death, Russell gives his views of the future of the Ministry. Suggests to strengthen the Government by adding some of the late Ministry. Thinks Sir George Grey should go to the Admiralty. Should he decline, appoint Sir James Graham. Suggests Sir George Grey for Admiralty, and Sir James Graham for the Home Office. Lord Minto willing to retire to make room for Graham, or any other. Should Graham decline office, F. Baring, Normanby, or Sidney Herbert might be thought of. The Cabinet must be consulted. Lansdowne concurs. Queen Victoria's opinion asked for. |
