DescriptionThe Lord Mayor solicits the honour of Queen Victoria's visit to the City of London, to open the Coal Exchange. Russell will see Her Majesty on this. Russell submits the name of Captain Winniatt, Governor of Cape Coast Castle, for a Knighthood, in accordance with Lord Grey's desire. Russell proposes that Mr Barnes be made a Privy Councillor on Prorogation of Parliament.
