Description
Sir George Grey desires a direction respecting Fast Day. Russell adds: 'If a Fast Day, why not a Thanksgiving Day for the abundant harvest?' Russell returns letter from the King of the Belgians which he has read with real interest. Russell forwards two drafts of Warrants for the creation of Earl of Dublin. The Earldom of Chester furnishes a precedent. If adopted the title will only descend to Kings of England.
