DescriptionRussell sends Palmerston's letter, which shows that Colonel Hodges is approved by the Prussian Government. Lord Howard cannot be abandoned, but an opportunity may occur of removing him elsewhere. Palmerston might not object to do this. Sir Henry Bulwer might be of use in America. He has been of no use at all in Europe.
