Description
Russell says it is necessary Queen Victoria should name some person to receive the Great Seal from Lord Cottenham, and also receive the Lords Commissioners to place the Seal in their hands. Russell suggests the Lord Steward, but also advises some discretion in the event of Lord Cottenham, who is ill, suggesting a different person. Russell says it would expedite public business if Queen Victoria would appoint Lord Langdale as Speaker of the House of Lords.
