DescriptionAll Cabinet disapprove the proposal to sell Livings in the Gift of the Lord Chancellor, and think they should be conferred by the Crown on the recommendation of the Prime Minister. Russell will tell Lord Cottenham the hour which suits Queen Victoria to receive the Great Seal. Council therefore should be held to place it in the hands of the Commissioners.
