DescriptionQueen Victoria sends a draft for Mr Sothern, and desires to say that [?whole] Palmerston mentions Captain Gore as a personal friend, and therefore as a reason for his appointment to the Port of Buenos Aires, Captain Gore will be the Queen's Charge d'Affaires, and Consul General, and not Palmerston's. Sothern is to communicate the dispatch to General Rosas on the part of the British Government.
