DescriptionRussell sends a little volume which sets forth Colonel Tynte's claim to the Barony of Wharton. The Commons rejected Cayley's motion for leave to bring in a bill [Malt Tax]. Russell says he has found such difficulties with the Attorney General in the disposal of the Great Seal, that he proposes to pause and recast his arrangements to submit to Queen Victoria. Lord Seymour recommends the retirement of Mr Milne as Paymaster of Civil Services in Ireland. Russell suggests Mr Kennedy as successor.
