DescriptionRussell says Cabinet is of the opinion that there should be no reduction made in Queen Victoria's forces by sea or land in the Estimates. Questions relating to Ordnance were reserved for next week's Cabinet. Russell agrees that the state of Germany is deplorable. Prussia, by not properly working with Denmark for pacification of Holstein, seems to have disabled herself from pursuing war successfully, or maintaining peace honourably. Russell congratulates Queen Victoria on the Prince of Wales's birthday.
