DescriptionNavy Estimates came on for discussion. Hume opposed vote for men. Proposed 30,000 instead of 39,000, but was defeated. Other votes carried. Russell says, 'The Tory party wish to be prepared for a General Election the next time they may be invited to assume office'. Russell names Commissioners to recommend a site for the new National Gallery, on the understanding that any site in Kensington Gardens, except that of the Palace, would be open to their choice.
