Description
Russell returns Queen Victoria the letter from the King of Portugal. No intention of sending Sir Edmund Lyons to Lisbon. Sir Hamilton Seymour was sent there at Russell's request, and for a long time the Queen of Portugal was violent against him for the good advice he gave. Russell comments on the evasive replies of Portugal to the claims of British subjects. There has been no question of force. The Portuguese Government do not seem in a temper to listen to a proposal for arbitration.
