Description
D' Israeli (Chancellor of the Exchequer) sends Memorandum explanatory of the omission of the 24th Clause of the Militia Bill (chiefly because it limited the Royal Authority, and it was the desire of the Committee of the House to maintain and confirm the Royal Prerogative). The withdrawal at the time occasioned some fiery words, but the great majority sanctioned it.
