Pakington having reported to the Commons that he had received Queen Victoria's assent, reports to Her Majesty that the bill is entirely in accordance with wishes Her Majesty has expressed. Pakington tells Queen Victoria it will be in her power to withdraw the concessions to the Colonial Legislatures at any time.
