DescriptionLord Aberdeen says the Second Reading of the Bribery Bill in the House of Lords will need the presence of every member. Issue doubtful. On the Maharajah Duleep Singh's position in England, and distinctions to be bestowed. Lord Aberdeen concurs with Queen Victoria that some distinction should be conferred on Dr James Young Simpson (after Baronet) for eminent services for the relief of suffering. He hesitates to offer a baronetcy, but fears a knighthood would not be accepted. Lord Raglan (Fitzroy James Henry, 1st Baron Raglan) suggested as Governor of West Cowes Castle (Isle of Wight). Though deprived of its military character and carrying no salary, it still ought to be conferred upon some distinguished military officer. Sir Graham Montgomery proposed as Lord Lieutenant of Kinross-shire.
