DescriptionCabinet discussion on the powers and character of the Church of England's Convocation. Decision not to interpose Queen Victoria's authority, unless a Committee should be appointed for an objectionable purpose. Definition of Prorogation of Convocation. Cabinet discussion of Irish Government proceedings, when a verdict of murder has been returned. They tried soldiers, but not priests, and are to be asked to explain. Cabinet expects a remonstrance from Austria and Russia against the impunity allowed to political refugees and anarchists in England, and the facility with which revolutionary projects are carried on. Cabinet will prosecute wherever possible. Issuing of a proclamation by Giuseppe Mazzini and Kossuth while in England, followed by insurrection in Milan.
