Queen Victoria's reply to Lord Palmerston (no. 137) on the creation of life peerages, to supply the lack of Law Lords (for the Court of Legal Appeal -Lords) Lord J. Russell's proposal of a life peerage to Dr Stephen Lushington declined, due to his dislike of being the first. Mr Pemberton's Leigh's refusal of a peerage. Her Majesty's incredulity as to Benjamin Disraeli's alliance with Mr. Gladstone.
