Former cases of refusal cited: refusal of permission to Henry Richard Charles, 2nd Baron Cowley and George William, 4th Earl of Clarendon, to accept Legion of Honour (cited); refusal of permission to Admiral Grey R.N. to accept an Order from Sultan (cited). Lord Castlerosse, Comptroller to Queen Victoria, to be gazetted before actually receiving the wand of office.
