Draft despatch to Lord Cowley concerning Neuchatel and Belgrade (Servia or Serbia) considered by Cabinet. Sir J. Outram's instructions on going out to take command in Persia [Iran] considered by Cabinet. Edmund Burke Roche, 1st Baron Fermoy's, peerage disallowed in the previous session. Grounds for this. Submission for a new patent to be made out for him as an Irish Peer. E.G.E., 3rd Earl of St. Germans proposed for Lord Lieutenant for Cornwall, on the death of Sir William Trelawney.
