Lord Palmerston's reply to Queen Victoria's criticism of his list of proposed new peerages. Position of Government in House of Lords. Effect of creation of a few from time to time. Suggested limitation of the number proposed, in deference to H's wish, to four members of House of Commons. Position as regards Lords Dunraven and Fife; James Duff, 5th Earl of Fife's personal nationality and that of his title.
