Viscounty requested for him, as he 'may justly be said to have been the best Speaker who ever filled the Chair'. A record to be entered at Home Office against its being regarded as a precedent. Suggestion as to making him a Knight Grand Cross (G.C.B.) on precedent of Lord Canterbury (Charles Manners-Sutton, 1st Viscount Canterbury). Lord Palmerston on position regarding Ministers' Money (Ireland).
