DescriptionQueen Victoria tells Lord John Russell that Sir Robert Peel has been to Windsor Castle. Peel expressed regret that Russell had declined to form a Government, as he would have acted towards Russell in good faith and done all possible to support him. Peel had then withdrawn his resignation, unhesitatingly, as a matter of duty, although he was aware of the difficulties.
