DescriptionQueen Victoria had to write to Lord Palmerston because of his reply to Portugal's claim for assistance in the case of the Miguelite Insurrection threatening to overthrow the Portuguese Throne. Palmerston had merely said that he hoped that the Queen of Portugal's troops would be sufficient to suppress the insurrection. Queen Victoria thinks that England is bound by the Quadruple Treaty to say that it is ready to give aid. Queen Victoria believes that a promise to do what a treaty obliges can create no difficulty.
